It is elemental Iodine. Like the stuff your mom would put on your cuts. This is what it looks like in its raw, natural form before it is dissolved into solution. Careful though, all but one isotope of Iodine is slightly radioactive.
It is rusting. The iron in the rock is experiencing oxygen for the first time. The rock has a high surface area as it is full of tiny holes which is why it is crumbly, this makes it rust quicker.
